I can understand this, though. Konami likely doesn't want to announce what they are considering doing because they'll be held do it. Let's say, for example, that Konami was considering releasing IIDX Gold in the US once they took care of licensing. This would imply that the US version would be the same as the JP version. A few months later, Konami releases a songlist and let's say that about 30 songs are missing and have been replaced with localized licenses. Everyone is furious now because they wanted info on what Konami was considering doing and took it as a promise.
Then, they decide to push it back and just release Troopers instead. They get bombarded with comments of "WTF You promised us Gold! When is it coming out??"
Plans for companies are never set in stone until they are actually happening. Betson caused a lot of problems when they released information on what was "definitely" going to happen (anyone remember that 300 song update we were supposed to get last summer?) and then, when it didn't, everyone felt lied to.
